Operations Data Analyst
& HSSEQ Supervisor

Organization & reporting line:

 This position reports to the Technical Support Engineer, Operations Data Analyst and Operational Advisor, in its roles as “Operations Data Analyst Supervisor role” and to the HSSEQ Manager (Geneva) in its role as “HSSEQ Supervisor”. This is a full-time position based in Geneva.

Job Function: Data Analyst

Provide support to Operations by performing adequate follow-up, checking and consolidation of operational performance data reports by the countries. Ensure reporting at Group level. Understand, communicate and promote the objectives of Downstream Operations Department. Make sure that Operational Guidelines are implemented and contribute to develop good industry practices and reporting.

Job Function: HSSEQ Supervisor

Coordinate implementation of the HSS>EQ Integrated Management System for all sites, employees and contractors/ partners of the affiliate in line with the Company Energies Group HSSEQ guidelines and in compliance with legal requirements and applicable standards.

Primary based at Geneva site and traveling to other operational site as needed.

Principal Accountabilities: Data Analyst

1-   Ops Data Management and Analysis

  • Collect the operational data requested at OESA Downstream Operations Level
  • Ensure that physical stock reconciliation process is carried out and reported daily on each depot in accordance with the Group Guidelines
  • Make sure that any bulk stock discrepancy out of the Country or OESA approved tolerances is
  • investigated daily and justified, root causes analysis done
  • Work closely with Operations, Business Support, Depot Managers and Stock Controllers to monitor,
  • cross-check and evaluate the operational data reported
  • Manage the data collected from each depot and country, requests the related supporting documents
  • when needed
  • Prepare monthly Group Consolidation Report for all countries.

2-   Terminal Management System

  • Implement the Strategy of Operations Department for Terminal Management System (TMS)
  • Deployment
  • Verify and ensure that TMS is correctly and timely updated by the depots
  • Assist the TMS users on the daily operations reported and reconciliation process
  • Extract the needed data from the TMS for the Group Consolidation Report 

3-   Key Performance Indicators (KPI's) Follow-up

  • Develop and maintain Key Performances Indicators for Operations
  • Monitor the key operational performances of each depot
  • Serve as gatekeeper for Operations to highlight and identify issues that require immediate attention
  • Gather monthly KPI's, make the synthesis and the analysis to track the improvements, trends and actions implemented to achieve Group Operational Targets.

4-   Operational Excellence

  • Collect existing Standard Operational Procedures and Forms
  • Coordinate with internal stakeholders to provide support to Operations Managers and implement
  • control activities
  • Work closely with Operations Managers, HSSE-Q and audit teams to proactively identify operational
  • risk issues and develop solutions for mitigations
  • Prepare OESA Operational Guidelines and related Forms
  • Communicate and train operational teams to OESA Operations Guidelines
  • Evaluate the implementation of the OESA Operational Guidelines and propose improvements.

Principal Accountabilities: HSSEQ Supervisor;

  • Provide hands on, ongoing HSSEQ implementation support to all Affiliate depots/ sites and stakeholders
  • Ensure the implementation of HSSEQ guidelines, policies, plans and programs, their enforcement and continuous monitoring
  • Identify, assess and manage major hazards across the business activities of the Affiliate; ensuring that the assets and facilities of the Affiliate are designed, built, maintained and operated in a manner to reduce the risks associated with the identified major hazards
  • Be "visible in the field" and "walk the talk”, regularly performing HSSEQ onsite inspections to ensure personnel compliance with HSSEQ requirements
  • Keep track of and follow up on Hearts & Minds action plan completion in line with Group Targets
  • Guide and participate in the annual review and update of all Risk Assessments, with process owners / teams
  • Ensure all company Emergency Response Plans are kept up to date and tested, with Site Managers
  • Support Site Managers in engagement of neighbors/ industry peers for Emergency Response aid and exercises
  • Ensure all site Legal Registers, HSSEQ Inspection and HSSEQ Training Schedules and records are kept up to date
  • Ensure effectiveness of monthly HSSEQ Inspections and incident reporting
  • Co-ordinate the deviation reporting and investigation process, ensuring a report for each incident and update of relevant Databases (Incidents, Nonconformance’s, Near Misses, Observations)
  • Deliver annual staff and contractors HSSEQ induction and awareness training on HSSEQ procedures
  • Keep abreast of operational changes and opportunities for improvement and ensure system capturing
  • Keep abreast of HSSEQ needs related to Technical and Ad hoc Projects and actively participate in related Risk Assessments and Control of Work activities
  • Maintain a central Safety File Database for all Affiliate contractors, including Road Transport Suppliers
  • Ensure Contractor Management and Permit to Work processes are enforced on all sites
  • Compile HSSEQ reports to HSSEQ Manager to include HSSEQ KPI's and Incident summaries
  • Ensure the HSSEQ Toolbox Database is continually updated with new and/ or revised content/ topics
  • Activate HSSEQ Family Bulletin Communications (Learn. Inform. Improve)
  • Administrate the Document Control process, ensuring uncontrolled
  • Participate and/ or lead in Affiliate Internal Process Audits
  • Ensure incident learnings are actively disseminated and applied amongst staff
  • Participate in Affiliate External Audits (Suppliers/ Service Providers, Partners/ Customers)

Know-how and experience required:

  • 2 -4 years working experience (operations, technical or HSSEQ); Oil & Gas experience will be an advantage
  • Young graduate industrial engineer, initial experience in the industry is a plus
  • Fluent in English and French (both speaking and writing)
  • Strongly organized and structured
  • Rigorous and innovative
  • Self-motivated and proactive
  • Knowledgeable in ISO 9001,.14001 & 45001 standards; Internal Auditor qualification will be an advantage
  • Knowledge of national HSSEQ legislation and management systems
  • Degree qualification in acceptable engineering or science major
  • Computer literacy (MS Word, Excel, PowerPoint, Publisher, Visio)
  • Ability to communicate clearly and assertively across different staff levels (verbal, non-verbal, written)
  • Ability to develop collaborative relationships and inspire action amongst multi-departmental colleagues
  • Willingness to learn and continually develop new technical and soft skills as required by the function
  • Requires minimum supervision; takes initiative
  • Ability to lead without authority
  • Meticulous attention to detail
  • High level of integrity
